Acquisition Principles for Bioinformatic database / software(made on March, 2013)
- In light of commercial bioinformatic databases or software often utilize annual license renewal schema, purchase of the new database or software license at LSL will follow the regulation of new Journal subscription. LSL committee will decide the procurement of new database or software based on the necessity, suitability and popularity
- Owing to intellectual property law considerations, all new database or software will be purchased under the Life Science Library licensee account, and individual personal account is unfavorable. All bioinformatic database or software should be open to all researchers in Academia Sinica, therefore, it is encouraged to implement the network or server version if possible
- Due to domain knowledge requirement of these bioinformatic databases and software, a panel of bioinformatic specialists will be invited to evaluate the necessity and suitability of recommend database or software. The completed evaluation sheets will be provided for LSL committee for reference
- All database and software vendors will need to organize adequate user training workshops at LSL and provide training information as well as usage statistics in the annual LSL committee meeting. Questionnaires about the bioinformatic databases and tools could also be collected in order to assist the renewal assessment by committee members
- Bioinformatic database/software Recommendation and Acquisition Guideline: Online Recommendation Form Submission (Users) -> Request for Product Details and Quotation (LSL staff) -> Justification and Suitability Assessment (Bioinformatic Experts) -> Evaluation and Procurement Approval (LSL advisory committee) -> Budget Allocation and Public Tender Execution (LSL staff)
